Please pardon this newbie question, but I'm creating a banner ad and I'd like to have a border around the banner. The only way I can think of is to create a rectangle with a stroke and no fill. But, I'm having trouble figuring out how to get rid of the fill. Can anyone please tell me how to create a rectangle with no fill?

There's a few ways:
Make a rectangular selection, and Edit > Stroke.
Make a rectangular Shape, as you've done. In the layer style dialog, go to the top item, Blending Options. In the "Advanced Blending" section, set the Fill Opacity to zero.
Use the Rectangle to make just a path (the middle icon at the left side of the option bar). Either right -click on the Work Path in the paths palette, and choose "Stroke Path", or choose a painting tool, such as the Brush, and press Enter to stroke the path that way.
