"Out of memory" bug with JPEG2000 plugin

My University library is having thousands of pages of documents scanned by a vendor into JPEG2000 image files. They are using the latest version of the kakadu tools to create these images. Unfortunately, these JPEG2000 files are unable to be opened with Photoshop using the most recent JPEG2000 plugin. It results in an out of memory error, even thought the files are under 5mb, and are easily opened using the kakadu software. Further research has shown that the Adobe plugin is based on an older version of the Kakadu software, so perhaps it’s a result of that?

So my questions are:

– Is this a known issue?
– Are there any solutions?
– Is CS3 shipping with a new JPEG2000 plugin?
