.eps file prints white background as grey when printing to film

I’m using CS1 and saving my psd as an eps file to preserve the vector text in the file. All of the white space around the text prints out fine on my PSLaser Printer but when outputting the file as a negative to film, the white background turns grey…

I’m not thing it is the image setter as I can print a tif out as I want just fine. I would like to solve the problem rather than go around it. Any ideas?
