How do you make Elements update the thumbnail in JPG after editing an image?

My evidence that it does not do this is:

I use Exifer viewer and it shows original thumbnail (unless I use Exifer to create new thumbnail)...it only has access to the edited jpg but shows original image...which can only come form the jpg.

I use Walmart to print...their Kiosk shows thumbnails that are not the edited picture....this is what tipped me off and made me look into updating the thumbnail....as of now what I have to do is edit the picture, then use Exifer to update thumbnail, then put to CD to get printed.
