How to make Bank Note style artwork.

I am wanting to know if there is an effect or action that someone knows about that will transform a regular image into a threshold style image like found on most bank notes. With lines and dots to create the shading and gradient effects. Not looking for grayscale, trying to get hard contrast. Any help would be appreciated if someone knows something. Thanks in advance.
