Pshop not using anymore RAM!!

I have 8GB and are running XP64. Photoshop will only let me use 2.7GB. I’ve heard 3-4GB was the max.

How do I allocate more than 2.7GB to photoshop (2.7 is 100%)?

Photoshop will not let you allocate any more RAM than it is now reporting. However, with 4GB+ and a 64bit OS, CS2 will cache to RAM above 4G before it writes to Scratch. So you are still receiving a benefit from your extra memory (although it occurs behind the scenes).
