adobe bridge or toggle button will not work

I'm using Windows XP
I can get the Adobe Bridge file browser to work on my lap top for Photo Shop Cs and Image Ready Cs , it will not launch on Windows XP. When I press the toggle button, or Ctrl-Alt-O nothing happens. Why do I have to purchase the 2007 version of CS to get the bridge to work?

Bridge was only introduced in Photoshop version 9 (CS2). Where on earth did you get hold of a copy of Bridge if you are still on version 8?
