Camera Raw Cache Files

Referring to the files found under:

C:\Documents and Settings\Owner\ApplicationData\Adobe\Camera Raw\Cache

When do these files get formed?

What's in them?

Can they be safely deleted?

How do they get regenerated?

Sorry, I should have posted in the adobe Camera Raw forum and, before doing even that checked the FAQ's there---not to mention perusing "Camera Raw" by the late Bruce Fraser (God bless him).
