Does Photoshop CS3 have tabs to make it quick to navigate between multiple opened documents?

Instead of peppering this forum with questions, why not download the Beta or at least read the approximately 12 articles released yesterday that go into all the features in some detail?

I am sure one of them will have addressed some of your "feature requests".

Oh, and by the way, sometimes the user has to adapt to the program and not vice versa.

Every time you ask this, in various fora, you get the same (constructive) answer:

Ctrl+Tab

Ctrl+Shift+Tab

The rest of use DON’T WANT valuable screen real estate being taken up by Graphical tabs.

Speak for yourself. I would have no problems with them. Though one would wonder how such a thing would work when one can have open documents on a second monitor. It wouldn’t make much sense to have those tabs on the first monitor. Dreamweaver gets away with the documents tabs because everything is on one monitor.
