unable to unlock layer to use tools

Hi, somehow i have managed to lock out my tools when I open a photo. I keep getting the hand icon (it appears in my photo) whenever i select any tool. I reset my tools to default, but it still occurs. my background photo shows a locked lock on it and this can’t be removed. I am using version 7 on my mac. How can I get this to change? Thanks

reset your prefs. if you don’t know how please read the FAQs.

my background photo shows a locked lock on it and this can’t be removed.

This is normal. If you want to unlock the background double click the layer.

Just hit the H key a few times in a row.
