Does this font have to be purchased or should it be included in the windows fonts folder in Windows XP?

Arial is the Windows version of Helvetica.
If you want Helvetica, you need to buy it.

Arial is not "the" Windows version of Helvetica; it's one of many fonts modeled, in whole or in part, on Helvetica. It is not a straight copy of Helvetica, though. Fonts with names such as Swiss or Zurich are more likely to be very close copies of Helvetica. Here are some examples of fonts you may have that are similar to Helvetica:

I didn't mean to imply that it was a straight copy, just that the proportions of the glyphs are very similar to Helvetica's and so could be used to replace that font.
