Tools – Popoup palette does not display multiple modes

While (for example) shift-M does still switch marquee tools, or shift-P the pen tools, clicking on the small triangles at the icons doesn’t pop up the palette as it did before. Something went wrong some short time ago, since I’ve been using this for years (Photoshop 5.02)

Any hint? Thanks 🙂
