Is it possible to apply the Transform > Perspective command to Smart Objects?
Whenever I select my Smart Object and go to Transform, the Perspective (and Warp) options are both greyed out.

Unfortunately, no. You might try using the Warp feature, but it's quite difficult to get true (and uniform) perspective with it.

Thanks for the clarification. I wonder why this feature is disabled for smart objects, when most other things seem to function as expected...?

The way I've got around it was:
First transform the Smart object to the required size, then "rasterize" and transform again using prespective.
So long as you don't keep going back to readjust you shouldn't notice any loos of quality.

Yes, that's the workaround that I used. You just never know when someone might want to make a change to the source image that the smart object is based on...!
