Are there any plug-ins that allow for conversion of photo portraits to line drawings?
I've tried Flaming Pear's India Ink's Mezzotints, etc., as well as a tutorial on Planet Photoshop, but can't get the effect I want.
See below for the newspaper effect I'm trying to mimick.

That's hand drawn, there was a good thread that covered a few ways to make something similar happen about two years ago.

They are ABSOLUTELY hand drawn. There are methods which can be used to simulate the look of those hand-rendered drawings, but none I've seen are as good as the real thing.

Have you tried the Andromeda Screens plug-in? Very similar results, many screens to choose from. The control you have depends on the time you're willing to spend to make selections and screen various areas separately. If you're on an Intel Mac, be sure to ask for the patch.
