Try PSE first, using books, tutorials, classes; they are all here. You will be astonished at what you can do yourself using PSE. Yes, the learning curve is a bit steep at first, but you can take classes, and ask questions here.
Take the first few months to learn the program, then I promise you that you wont have to hire anybody to do anything to your photos.

Don’t give up, this is a fantastic program!
I was the beginner beyond all hope one year ago, and now I can do a lot of great stuff, and when I get stuck, I just come right to this forum. I read the instructions thru daily and try the suggestions.

Keith – see my response under your post about an easier program. I don’t believe I’ve ever seen an online source that includes any image editing.

Unless someone here has already done it, you will have to do the research on price, quality of work, etc. I think most people participate here because they want to do it themselves, however.

For a one-time thing (photos from an important event) I can see using a professional service. But, over the long haul, it would be cheaper and more rewarding to do it yourself.

It really is not too difficult to do it yourself … work on a copy of your image and just have a go. Try out the clone tool … that is brilliand for covering up imperfections and use Enhance>Adjust Brightness & Contrast> Levels to sort out Brightness & Contrast. You will be amazed at what you can do yourself.
