I have seen some people mention this plugin but I am not sure if it will work in PE2. Does it? Is it free?

Host Applications our Plug-ins Work With
All of our software includes both a stand-alone application version and a plug-in version. All of our plug-in versions of our software will support Adobe Photoshop 4.0 - CS and also supports Photoshop Elements 1.0 or higher. We support Jasc Paint Shop Pro 7.0 or higher and Corel Photo Paint 9.0 and higher as well as Corel Draw 9.0 and higher.
There's also a demo version of one of the plugins. You could download it to test it in Elements.

The DreamyFX plug in is free, but you will have to pay for the other ones. Not very cheap, but IMHO both Mystical lighting and Mystical Tint etc. are well worth the money. Probably I will buy the "borders" too.
