Selections are limited to pixels, meaning you can’t select a fraction of a pixel. A 300 ppi image will have a pixel every 1/300th of an inch, which means a 1/16" grid won’t be exactly in line with the pixels. Your selection won’t snap to the grid because it can’t.

When I do them, I always work in Illustrator so that I don’t have to deal in pixels.
Maybe you don’t have Illustrator. That’s cool, not everybody does.
Sooo, how about splitting that 300 ppi with a grid of 1/15" (20 pixels) demarcations, or if you need more accuracy, perhaps 1/20" (15 pixels), or 1/30" (10 pixels).
The difference between 1/16" and 1/15" is only about 4/1000" (1/250"), which is about 1.2 pixels at 300 ppi.
If this measurement and level of accuracy doesn’t work for you, please explain why, specifically, the 1/16" grid plays an unmalleable role in your layout.
