No, you don't need any template for Photoshop or any program *but* you will need the Labeler supports whatever printer you are going to use. Epson includes their own CD Label Printing program (for Epson Stylus Photo 900 I have at least) or you can use third party program like SureThing (I use this) and it has template for many CD Printers.

You don't want to use Photoshop to print CD label, so no setting needed. If you really want to (mess with it) then just print like you print on regular paper would do.
The R300 manual does not mention a plug-in for CS. So where do you get the plug-in since no mention of it is on the Epson website?
Of course it doesn't because it isn't the job of Photoshop.
How smearless is the DVD after it dries for over 24 hours?

No, you will need a special Inkjet Printable DVD or CD, and the ink should dry right away just like you print on regular paper. If you use wrong type (like Thermal printable then it will never dry, si make sure to get Inkjet Prinable DVD)
So, if the R300 has built-in option to print CD/DVD directly like Epson 900 does, then it should come with software and option to Print CD/DVD. I have printed nearly thousand DVD/CD with Epson Stylus Photo 900 here, and love it.
