Pixel Aspect Ratio is wrong

I receive faxes on my computer via email through Fax Service Company and when I opened them they are squished vertically.

I tried changing the Pixel Aspect Ratio via Image > Pixel Aspect Ratio to SQUARE but the images are still squished vertically (i.e. wide horizontally) and they print the same too.

How can it be fixed?

Rotating them first in Photoshop didn’t work, so I opened the Fax in Apple’s "Preview" application, rotated it there, saved it as a Tif and then opened it in Photoshop CS2 and the pixel ratio was "square"
