Are there any file compression software apps that are particularly good at compressing Photoshop .PSD files? Winzip only seems to average around a 50% reduction.

50% isn't bad. You *might* do better with WinRar using the solid archive function, but again, that's a definite maybe.

I'd never, ever apply stuff like that to something that may be mission critical for whatever reason.
It is far better, in my opinion, to run with native and unmolested file formats just in case that PSD file attains a mission critical status.
