I can't use any tools! Cursor never changes

this has happened a couple times, sometimes it goes back to normal when i restart photoshop (cs)..

I have a layer selected (i only have one layer anyway)

And when i go to select a marquee tool or a type tool, my cursor doesn't change and i can't click on my picture to add anything!

I can't do anything because none of my tools work. What could possibly be wrong???

Skylar, you've posted on the forum for Photoshop Elements, and this would generate a quicker/better response if you put your question on the forum for full Photoshop. Also, add information about your \operating system to that one, because that's often helpful when asking for help troubleshooting. Please note that there are separate forums for Windows and Macs over there.

You might, however, try deleting resetting the tools or deleting the Preference folder to see if either of those things work.
