Spray or scatter a "symbol"??

What I want to do is to "scatter" or "spray" an image of a tree top onto a layer. (not the square pattern but the cutout or selection)

I tried to do this by making a custom brush of the tree top selection and the using the pattern clone tool with the patter of the trees tops but like I suspected it just paints the pattern in.

What I want is for the image of the single tree top to be placed over and over scattering, rotating and scaling just like you can do with a brush.

Has anyone done anything like this?

Thanks, I’m pulling my hair out on this one.

PS – I’m using CS.

Make a brush out of it? Edit|Define Brush Preset.

I did that – but it only makes a brush in the outline of the image. Not a brush OF the image.
