Need help with making a picture look like it is a swirling vortex

I am a college student designing a self portrait for one of my classes and I need to know the best way to make a picture of speeding cars at night look like it is the inside walls of a tornado. A picture of myself will be in the middle of the tornado. I tried using the twirl filter but it didn't look right. Is there any other way I can do this? My project is due soon so I need help ASAP. I'm using Photoshop CS.

Motion Blur?

Radial blur?

polar [what is it?] coordinates(?) and radial blur

Combine the above with Twirl and add the Spherize filter.
