I have a few images created for multimedia in mid-90’s when 256 colors display is the normal. What can I do to make look better at 24-bit colors?

One thing worth trying is to convert to Lab mode, and blur the a and b channels. This will reduce chroma noise, which may improve the appearance of the image, particularly if it is a photograph, and was dithered as part of the conversion to 256 bits.
