Newton rings <
http://en.wikipedia.org/wiki/Newton_rings> are completely different animals.
You're thinking of moiré patterns <
http://en.wikipedia.org/wiki/Moire>.
And how depends on the type and severity of the pattern.
Sometimes, it's impossible.

I gave a try some weeks ago to the plugin for upsampling "Blow Up <
http://www.alienskin.com/blowup/>" by the lads at AlienSkin and I must say the results were quite impressive, given that a picture had quality enough to start with sometinhg, of course.

Carmine...and I was just recently floored to discover that he will be playing with the other members of Vanilla Fudge <
http://www.vanillafudge.com/main.htm>, along with Iron Butterfly and NAZZ <
http://www.djconcertproductions.com/NAZZ.html>!? (Holy smokes!) at a theatre about 40 minutes away from me early next month. (That's why I was so quick with the reference).
Warning: Eye-searing website ahead!
