Batching is reading all actions, but not image size

I have written a set of actions to change my full size photos into JPG's for emailing. When I go to batch, it reads all the actions, except it won't follow the instructions to make the images 5" in height at 72 dpi. It won't change the size or dpi at all, although it follows all the other instructions. What's wrong? I can't figure it out.

Look at the action details in the action palette. On the left hand side are boxes that can be checked and unchecked to activate/disactivate steps in an action. Could that step of the action be unchecked?
