Single Row Marquee Error

For some strange reason all of a sudden when I use the single row marquee tool and I attempt to select a single row on ANY layer (including a solid single color layer), I get the error "Warning: No pixels are more than 50% selected. The selection edges will not be visible." What causes this and how do I correct it?

Looks like I had feather turn on some how. I figured it was some setting I accidentally clicked!
