CS2 settings wont change

Im using CS2 for Windows and I want to change the Cursor settings so that the cursor represents the size of the brush instead of a single pixel. I change it in the settings and it doesn't change within PS. I restart PS and still no change. It remained changed in the settings though. I tried changing the settings for the eyedropper and same result with that too.
