Moving selection outline

My PS is acting funny: When making a rectangular selection, I could drag the frame from within the selection after a little triangle appeared. Now the triangle is replaced by a + sign harboring a smaller + and no dragging is possible - it just adds to the selection. What happened?

Look at the little row of icons on the Options Bar. You probably have the second one clicked when you want the first one.
