Creating a border round a photo

I need to create a simple 2 px white border around a photo that has been placed on a larger coloured background. The Photo is layer1 but duplicating the layer seems to just duplicate the background size not the smaller photo size? Am I making much sense?

use a white background layer, and increase your canvas size.
