How can you replicate the "flash" on a speed camera

I am at a total loss of how to do this, if anyone can refer me to a tutorial or tell me how to do this step by step I would be really greatful.

You want it to look like the camera has fired?
1 Picture of speed camera.
2 Picture of a flash reflection (in widow or other reflective surface) 3 Drag image 2 into image 1
4 Play around with size,mode and opacity of image 2 layer.

1 Picture of speed camera.
2 Picture of a flash reflection (in widow or other reflective surface) 3 Drag image 2 into image 1
4 Play around with size,mode and opacity of image 2 layer.

Or you could do this with the Lens Flare filter under the Render section

3 Drag image 2 into image 1

Or you could do this with the Lens Flare filter under the Render section

Moira wanted to know how to make the speed camera had "fired" or flashed. Lens flare on its own would not look convincing (try it) Lens flare is created when non-image forming light enters the lens and subsequently hits the camera’s film or digital sensor. This often appears as a characteristic polygonal shape, with sides which depend on the shape of the lens diaphragm. ( I just thought this was important to mention!)
