You could create something similar by playing with the "grain" filter (filter>texture)and then going to Image>Adjustments>Desaturate and then Edit>Fade Desaturate. The idea is to create an impressionistic type image. Akvis have a plug in called coloriage that may be able to mimic this effect, see

One of the Nik Color Efex filters is called Old Photo: Color which might be what you want.

Nik filters are way expensive but fortunately this is one of the filters in their Standard edition, so you won't need a bank loan to buy it.

I tried the Akvis plug-in called Coloriage, but it's kinda weird, and doesn't always work out right.

I find that the best way to achieve the effect you want is the old fashioned way... following one of many hand painting tutorials found on the web. They're fun and kinda relaxing, sorta like a digital coloring book.
Just do a search for one that you like best.
