Try, Edit>Purge>Clipboard before copying.
Is the "export clipboard" box checked in Edit>Preferences>General? If your are copying text from another application you need to have a text layer active to do so.
How many "history states" do you have? Try reducing them. What happens if you minimise then maximise PS (sometimes this can clear the cache)?

Edit>Preferences>General>History states. Try just one, if the clipboard problem goes away, increase it until the problem reappears. Have you ticked the Exit clipboard box and tried copying and pasteing into another application?
