How do I change from RGB to CMYK using pds with layers ?

Elements doesn't have native support for CMYK mode. Are you sure you didn't want to post this question on the forum for full Photoshop?

Richard Lynch's hidden power tools will do it although I'm not sure about the layers. The image is usually flattened before separation tools do their thing. The result is layers of course.
It can be used to see if your printer handles cmyk correctly.
To view or print it you need to save the result to a pdf file that acrobat can handle. Elements will just turn it back to rgb for display.
