Using Photoshop Elements to create textile designs

I am using an iMac with a G4 processor, 60 GB hard disk space and 512 RAM. The OS is OSX 10.3.2 (Panther). I use this in conjunction with a HP color inkjet printer cp 1700 and a Microtek ScanMaker 5700 scanner.

I have heard that it is possible to use Photoshop Elements to produce textile designs that may be used in connection with the weaving of fabrics by incorporating a plugin. Presently I have found that by using the dither box which is contained in the filters one can produce simple patterns, but it would be much better if the size of the dither box could be increased from a 8 X 8 box to a maximum of 256 X 256 squared box.

Has anyone any knowledge of any plugins that would enable you to do the above?
