Im currently using Photoshop Elements 3.0 and basically I create web pages as a hobby and I want to create cool graphics/images for them but Photoshop Elements 3.0 only helps a little with that, I know the actual Photoshop 7 must be expensive but here are a few questions.
1.) What are its big differences, some of which that could help me with what I need.
2.) How much/where can I buy?

Doesn't Adobe have a features comparison?

PS 7 is no longer sold. The current version is PS CS2. PS is quite a bit more expensive. Lots and lots of places sell both of them (Best Buy, etc.) Jim

You can't buy Photoshop 7 any more. It is three versions old.

Photoshop 9 (CS2) also incorporates Image Ready in which to create your cool graphics. Also CS2 will knock spots off PE3 when it comes to features.

About 650 £/$ direct from the Abode web site.

Better than that. Download the 30 free trial and see for yourself.

(after 30 days you find the extra 150!) <g>
