On startup get message about AUSBA4.dll

On every startup I get error message that says that "Application can't be started because AUSBA4.dll couldnot be found" - but Elements does go ahead and start anyway - but stamp tool doesn't seem to work. And can't find scanner.

Any ideas what is happening

I would be inclined to uninstall Elements and reinstall. Make sure you delete any flotsam after uninstalling and rebooting and prior to reinstalling.
