Layer selection using CTRL is inverted

When I try to move a layer after annotating an image and selecting the move tool, it automatically selects the background as if I have held down the CTRL key. This is a recent issue and I was wondering if I have inadvertently changed a preference.

Can anyone help?

Click on the move tool, look in the options bar. See if Auto Select Layer is ticked. If it is, untick it.
