What is needed to read a .liv file

I am attempting to create a magnification layer in PhotoShop Elements, and dowloaded a tutorial to that effect (I guess it’s a tutorial, I can’t open it to see) but can’t open a .liv file on my iMac G3.

Is there a player of some sort that I could download that would enable me to do so?

Are you sure it’s for Elements? I’m not 100% sure, but I believe that .liv is a format for LiveMotion. I don’t know if anything else can open it.
