difficulties with brush pop up pallets

I have been using PE 1.0 (win 98) for the last year- and have finally found a problem I cannot fix. Perhaps someone out here can help. The problem is: When I click on the triangle to the right of the thumbnail view to change brushes, the pop up window appears as only a small, unaccessable box. I have tried edit>pref>display, window>reset pallet locations, and hard rebooting, but no luck. Anyone have any ideas to try?

Joseph, you may finally have to reset preferences to correct this. Hold down Alt+shift+ctrl immediately after launching app. A message will pop up asking to do this, click yes.
