Marquee Tool Not Selecting in Photoshop

I have Photoshop 7.0. Whenever I try to use the marquee tool it always has a pop-up that says "Warning: No pixels were more than 50% selected. The selection edges will not be visible." no matter what I select. What could my problem be?

Oh o_O… lol, I should have noticed… it was 250 px >.<
