Problem with file browser

I recently upgraded from Windows 98 to windows XP Home Edition. My Photoshop Elements works but the file tree that used to appear in the upper left portion of the file browser windows has disappeared. There is just a single grayed out folder. Does anyone know what might have caused this and how to get the full display back to navigate between folders.
