file size of picture changes after publishing to web site

I use the save for web feature in PE2 to prepare pictures for my web site. After I optimize and compress it I note the file size at say for example it’s 12000. After I publish it to my web site and click on the picture and then click properties the file size is much smaller by almost one half. Also the picture looks degaraded. Any ideas on what I am doing wrong?
