Layer Palette Help

I asked about my idea once but it seems that there is no hard answer to my problem INFO:
[], treat these as slices
A is treated as the main center
B,C,D,E are treated as tabs

Example
[ A ]
[ B ][ C ][ D ][ E ]

The design on MOUSEOVER in either B,C,D,E are co-herent with A according to each layer, i.e. on MOUSEOVER BA CA DA EA

the problem is not getting the design to show up on EXPLORER preview, the problem is inside the LAYER PALETTE, the order at which the layers are set, i tried looking in the help file for anything as far as how to make sure the A portion of B,C,D,E MOUSEOVERS appears.

If you temporarily have a need to link multiple layers in CS2, simply selecting them together is all you will need to do. When more than one layer is selected at a time, they are implicitly linked.

Pressing the link icon at the bottom of the palette after selecting multiple layers makes an explicit link of those layers. And, you can create more than one set of explicitly linked layers. A link symbol will show on each of the layers of a set, but only when one of the layers in the set is selected.
