What is a recommended procedure for converting scanned 35 mm color slides (1350 ppi) to an image size of 5 x 7 for printing? Presently the image size is under 1" x 1" and I am not clear how to increase the print size (i.e. bicubic smoother, sharper etc.) to obtain the optimum quality for the larger image by for example reducing the unnecessarily high ppi.

Your printer probably requires a pixels-per-inch figure in the neighborhood of 300 ppi, but find out what is best for your printer. Obviously it isn't 1350 ppi. Make the ppi change in the Image Size dialog without resampling. At least, don't resample yet, because you may not have to.

Next you will have to crop the image to the 5x7 aspect ratio, since slides are typically about 24mm x 36mm, which is a 2 to 3 aspect ratio that fits only 4x6 prints exactly.

I use the Rectangular Marquee to create a selection boundary that I can move around to experiment with what I want to keep and what I can do without. Once I find a location for the selection that I like, I do an Image> Crop.

Others use the Photoshop Crop tool. However you do it is a matter of personal preference. I like to do things in stages, while others prefer to combine things into a single operation.

What is the image size in pixels? These numbers are the ones that matter. You will need at least 200 ppi for good printing. Hence the image should be at least 1000x1400 pixels for a decent 5x7.

Unchecking the resampling was my missing step. The image resize dialogue box opens with it checked and I was in a quandry until receiving your advice.

The checkbox for resampling is "sticky." The next time you go to Image > Size the checkbox will be as it was the last time used Image > Size.
