CS2 ACR 3.1 not including IPTC data in saved JPGs

I've done some tests and updates made to the IPTC headline field in Bridge aren't flowing through to JPGs created in ACR 3.1. I've accessed the created JPG with a number of products and the IPTC data isn't there. I'm storing my metadata in XMP files, which is where I want it permanently, but I ALSO need any metadata that I add included in the JPGs for subsequent downstream processing. Note I am NOT using Photoshop, just ACR to do the CRW/CR2 to JPG conversion.

Any idea what's happening? Is there a switch I need to throw somewhere?
