Wait a minute, they don’t have type on a path options where you can change it from Baseline to Ascender line or Descender line yet?, like you can in Illustrator?

I’ve never run across that in AI, must be new in the CS version. The workaround is to use baseline shift to move the text to align on ascender or descender lines.
