Creating a .ACT (colour table) from a text file

We are needing to extract/create a .ACT file for use in interactive TV.

We have the text file of the order of the colours.

How can i create a colour table in CS?

Get the Photoshop SDK, where it documents the .ACT file format.

Are you using a PC or Mac?
What is the format of the text file? Red,Blue,Green ?
