zoom ratio when using mouse wheel

Does anyone know how to make the mouse wheel zoom to the normal percentages (25%, 33%, 50%, 100%, 200% etc) as a default. I know it will if you press shift as well, but can it be set up to do it without.

It worked fine on elements, but in cs2 it zooms to odd values like 46.2% or 110%.

Can you program your mouse to use one of the side
buttons as the shift key. It's kind of fun.
