Using a smart object won’t help with this issue – smart objects being a way to package existing commands conveniently. If the image is sharp, and 1000 by 1300 pixels or more then it should print just fine as an 8×10.
Pixel dimensions define the amount of "stuff" in the image, which is why so many people here emphasize the importance of it. If your image is under 1000×1300, try printing it anyway and see how you like it. If you want to save on cost, print a small section as a 4×6 – which will cost 17 cents or so.
I’ve gotten away, with some tricks, with 640 x 480 printing at just under 8×10 with a border.
Resizing the image and using Unsharp Mask with a radius of about .6, 125 percent is a good starting point. If this image is right out of the camera, odds are that the appearance can also be improved by bumping the color and contrast, and removing the color cast.
